Unfortunately most likely because of the media hype about privacy, which in reality, does not exist, ther is a perception that ther are laws that protect our privacy.
You may not realize, I no I didnt until I thought about it, that you do not own your own identity. Or at least the record of your identity. It is owned by Governments and in some cases business. Like you can pay for and get your birth certificate. You own that piece of paper, but you don't own the record that that piece of paper was derived from. That is owned by the government. Same applies to drivers licenses and passports.
Your identity that allows you to transact with business, you also do not own. The records business have of you, which are now usually stored in computer systems, is owned by the business. Often you can't even get to no what information business have about you or if they have information about your identity. You can't prove the non existent of something.
Because of information that is presented to you on the internet, it is logical to see that business, governments and government departments, like the ABC. ,I assume for a fee, share information about individuals. This is often disclosed in ther privacy statements.
So that is why I say, even though there is the pretence of privacy it does not really exist. But the pretence is a good excuse to delay you getting your birth certificate.
