These ones were taken with my (Geoffs) Mobile Phone
The photo is not to good (from my Mobile) so I will explain it a bit. The bottom is concrete so I assume it can be moved. I though it may have meant to be a bike rack because the slots could fit a wheel but then the top of the bike would not fit under the sign part. The two tanks are what have me intrigued. They have chains welded on to them, which usually in Rome is to stop people stealing them. The conical ends to the tanks do not appear to come out, although I did not try to move them. The translation of the sign is “Budget adjustment nursery places to alvor for Rome each day”, so that does not seem to having anything to do with what it is, and just makes thing even more confusing. I can't read the sighn at the top of the sign.
So Art, Art plastered with advertising, or has it some other purpose?
