Victorian 2020 English exam paper

Found this question from the 2020 ENGLISH Written examination, whilst checking what young people have to do to pass the Victorian Certificate of Education:

“Frankenstein by Mary Shelley

Both Victor and his creature are motivated by revenge Do you agree?”

As the question is asked, if a student answered either yes or no they should get full marks.

It is a closed question that only requires a yes or no answer. Ther is no more to answer. The question does not go on to ask for justify for the answer.

I appreciate that it could be implied that the student should justify ther answer,but it being an English exam and I assume the purpose of the exam is the assess students ability to write effective communication, if it is implied then that is very bad communication.

I wonder if those that marked the exam would have given a zero mark if only yes or no was given as the answer.
