It all comes down to bandwidth available to each broadcaster – ie: Channel 7 = 19Mbps Channel 9 = 23Mbps Channel 10 = 23Mbps ABC = 23Mbps = SBS = 19Mbps
And the bandwidth required to broadcast at the various resolutions: SD 576i = 6Mbps HD 576p = 9Mbps HD 720p = 11Mbps HD 1080i = 13Mbps
The only way to broadcast 4 channels simultaneously is to reduce the bandwidth requirement per channel, hence why everything gets dropped right down to crappy 576i/576p.
