You have to read the wording carefully. Whenever they say speed cameras reduce road fatalities, you also have to read the words that follow. That being, “where they are used”.
Speed cameras cannot be everywhere people drive. Or the portable ones effective left at the same location at all times. Most drivers no that and drive accordingly. Only exceed the speed limit were they think ther is little chance of them being caught. They may even reason that it is safer to exceed the speed limit where there are no speed cameras, because they have been told speed cameras are only put in areas of higher accidents.
