If information has been brought to the attention of the Greenbank RSL Sub-Branch Board, then by defination it is here say. Here say information should be used with extreme care as it can often be distorted, as it has, in this situation.

Not to enter the property on more than one occasion

Although I appreciate it is possibly incorrect gramer, the statement:

“not to enter the property on more than one occasion”, means I can enter the property on one occasion.

I will assume that is not what was meant

Your Advice

An example of hear say information is your statement that you say you were advised, that I was advised, on more than one occasion, by Bob Wench, and the site foreman, not to enter the property.

That advise you received is incorrect

What I was told

Initially, I was told by Greg, that I should not go into that site. I explained to Greg that I had asked, and was given permission to be on the site, by the owner of the construction company, Michael, on one occasion and Wayne, the site supervisor on more than one occasion.

At a later time I was told by Bob Wench, on only one occasion, that someone at the Subbranch was not happy with me being on the site.

At another time, Wayne said that others had said to him, words to the effect, that they were unhappy with me being on that site.

I have recorded evidence that I asked and was given permission to remain on the site by the persons mentioned above and others multiple times

To my recollection, other than the conversation I had with Greg, I have never been told not to go on to the site.

The document you have written does not specifically tell me to not go on to the site. Rather it tells me a consequence of me going onto the site.

Breach of safety with MWilliams Projects

If the Greenbank RSL Sub-Branch Believe that MWilliams Projects has a breach of safety, I suggest that that Greenbank RSL Sub-Branch take up the issue directly with MWilliams Projects. As I understand it MWilliams Projects have been contracted to manage the specific construction project which would include maintaining certain safety issues, no doubt in accordance with certain legislation.

It would seem to me that the Greenbank RSL Sub-Branch are acquiescing ther contractual position with regards to safety with MWilliams Projects. This is being done by the Greenbank RSL Sub-Branch attempting to direct who should be allowed to enter the site, independently of MWilliams Projects

Disciplinary Action

I find it somewhat confusing that I have been told that threatened disciplinary action may be take place against me in relation to the Mens Shed when the matter has nothing to do with anything I have done or not done at the Mens Shed. I would be interested to no which Mens Shed rules, it is alleged, I have contravened?

The disciplinary action suggested is a classic example of using the wrong tool for the job. It is like the Greenbank RSL Sub-Branch Board, as the landlord, firing a chef at a contracted restaurant simply because they received a speeding ticket on the public road outside. The speeding ticket (the site entry) is a matter for the police (the site contractor and WHS legislation), not for the chef's employer (the Men's Shed). Ther is no connection between the alleged offense and the consequences being threatened.

These directions

The use of the term “These directions” is inferring I had been give some directions about something to do with the Mens Shed. Considering I am a member of the mens shed. Otherwise you would have no need to write to me.

The document does not give me any instructions at all. If you feel otherwise please quote me the words that give me specific instructions.

Even if you where to give my a subsequent document that specifically states that the Men shed is instructing me not to enter that specific work site,I would again ask what has that direction anything to do with my membership of the Mens Shed?

Power from authority without use

I appreciate that that the Board of Directors of the Greenbank RSL Sub-Branch or a specific person on that board feels that they have power and authority. I also appreciate, having been in a similar situation myself, that to have such power can be a bit fruitless unless it is used.

However sometimes some entities and individuals may not be aware that they are over stepping the mark when it comes to the jurisdiction of their authority and power.

I feel that is what has happened in this case

I do realize that it is possible to use power and authority without providing reasons. Using the power and authority to give a sense of fruitfulness.

Purpose of me being on the Site

No one has asked my why I go onto the site. I never asked for permission to go on the site, from the Men shed, because ther is no relationship between what I do at the Mens shed and what I do when I'm not at the Mens shed, such as going on to building sites.

As I have explained elsewhere, I did get permission to remain on the site.

One of my purposes of going on to the site was to video the stages of the construction, that at a future date, I intended to present to the Mens Shed. Just like other videos I have produced, that have been used to promote the Mens Shed.

I have the ability to remotely video the remaining constitution without entering the site. For that I do not require anyones permission.

Sit before me

I have no intention of “siting before the Board of Directors of the Greenbank RSL Sub-Branch”. But if that Board would like to discuss this matter further, I am quite willing to have the Board sit before me.

Attention Mr. Greig.

It has been brought to the attention of the Greenbank RSL Sub-Branch Board that you have entered the construction site, that being Lot 10, 13 Corporate Place, Hillcrest, on numerous occasions. We have been advised that you have been told by both the Men's Shed Coordinator, Bob Wench, and the site foreman, not to enter the property on more than one occasion.

Following discussions regarding the breach of safety with MWilliams Projects on the Greenbank RSL Sub-Branch Inc. property, you are now formally warned that if you enter the site, disciplinary action will be taken upon yourself, which could result in immediate loss of membership to the Greenbank RSL Men's Shed.

Your actions and continued disregard to adhere to instructions given to you by entering a restricted work site, are not taken lightly. These directions have been given to you by the Greenbank RSL Men's Shed coordinator, Bob Wench, on the guidance of the Greenbank RSL Sub-branch Board of directors and MWilliams Projects.

If you would like to discuss this first and final warning, please make an appointment to sit before the Board of Directors of the Greenbank RSL Sub-Branch

This email is to confirm my understanding of the verbal instruction I received from Bob Wench at approximately 8:45 a.m. today. I was advised that I have been banned from the Men's Shed.

I require immediate written confirmation of this ban, including the following:

The specific Mens Shed rule, By-Law, or Constitutional clause I have allegedly contravened.

The duration of the ban (temporary or permanent).

The formal process used to reach this decision, and how to appeal it.

A copy of the minutes or documentation supporting this decision.

I will consider myself bound by the instruction to stay away, but I reserve all my rights to appeal once the written documentation is received.

I expect this formal documentation within 5 days.

Mr Greig, The Greenbank RSL Men's Shed which is directly under control of the Greenbank RSL Sub-Branch, has been advised that it is not to respond to any further correspondence from you regarding your suspension from the Men's Shed. You were advised this morning that you could attend the Sub-Branch to discuss the situation, which you ignored.

A letter will be sent in due course, after we review all information especially your response letter, if you would like to make an appointment to speed up this process, I am more than happy to accommodate this meeting.

This email serves to inform you that you will remain suspended from the Greenbank RSL Sub-Branch Men's Shed, until we supply you with our determination letter.

You are also formally warned that the Sub-Branch as the owner of Lot 10, 13 Corporate Place Hillcrest, has informed our builder M Williams Projects, that if you enter the site that you are to be treated as a trespasser, especially considering this written formal reply.

I acknowledge receipt of your email dated 9/13/2025 confirming my current suspension from the Greenbank RSL Sub-Branch Men's Shed and noting the process will be expedited via an appointment with the Sub-Branch.

As the indefinite suspension without written reason or timeline is causing unnecessary detriment, and to demonstrate my commitment to resolving this matter quickly and fairly, I formally accept your offer and request a meeting to discuss the situation and receive your determination letter in person.

Please advise three suitable dates and times within the next seven (5) calendar days for this meeting to take place.

I request, for procedural fairness, that a copy of the determination letter, including the specific rule(s) contravened and the appeal process, be made available to me at the commencement of the meeting.

Attached is the determination letter from the Greenbank RSL Board, in your email you have questioned our authority, as and when you are inducted into the Men’s Shed you are given a pamphlet or slide show presentation.

Below is our Authority to Act – as you deem it essential to forward all email to members of the Men’s Shed, feel free to forward them this point as it retains to all members and may prevent this situation from occurring in the future.

The RSL Sub-Branch Committee (as distinct from the Men’s Shed Committee) reserves the right to suspend or cancel a members privilege of using the shed facilities. The Sub-Branch committee reserves the right to determine who may use the facilities and may exclude any person for any reason as they see fit and shall not be required to give a reason for excluding a person. RE: Termination of Greenbank RSL Men's Shed Membership

The Greenbank RSL Men's Shed, while affiliated with the Australian Men's Shed Association (AMSA), is entirely funded and managed under the governance and authority of the Board of the Greenbank RSL Sub-Branch.

The Board of Directors of the Greenbank RSL Sub-Branch has conducted a comprehensive review of all correspondence addressed to me. After careful evaluation, the board has determined that a meeting with you is no longer necessary to resolve this matter.

The board addressed several important issues, particularly regarding key comments in your response emails. It is concerning that you felt it necessary to forward the email to multiple members of the Men's Shed, especially since they did not agree with the grievance about a straightforward directive to refrain from attending the new Men's Shed Build site.

As you have expressed a desire for a prompt determination, it is my responsibility as the President of the Greenbank RSL Sub-Branch to inform you that your membership in the Greenbank RSL Sub-Branch Men's Shed is being terminated indefinitely.

This decision is final, and no further correspondence will be entertained.

I note that this termination was issued without being afforded natural justice, as I was:

1. Not provided with the specific grounds or alleged rules I contravened.

2. Not given an opportunity to present evidence or formally reply before the decision was made.

3. Not provided with any avenue of appeal.

While the Sub-Branch reserves the right to exclude members, I maintain that this action is disproportionate, arbitrary, and fundamentally unfair. I reserve all my rights to pursue this matter through the appropriate governing RSL bodies and external avenues.“

Dear State Secretary / CEO,

This letter constitutes a formal complaint regarding the conduct of the Greenbank RSL Sub-Branch Board in the termination of my membership in the Greenbank RSL Sub-Branch Men's Shed. I seek your intervention to review this matter and direct the Sub-Branch to follow due process.

1. Background and Timeline of Concern

My issue began with a dispute over site access to the new Men's Shed build site (Lot 10, 13 Corporate Place, Hillcrest), which is managed by a third-party contractor, MWilliams Projects.

Verbal Permission: I held recorded evidence of receiving permission to enter the site from the contractor's owner and site supervisor on multiple occasions.

Initial Warning: On 5th December 2025, I received a written warning from the Sub-Branch President, Mr. Stewart Rae, threatening disciplinary action via the Men's Shed for entering the site, based on unverified information (hearsay).

My Rebuttal: I submitted a comprehensive rebuttal, challenging the Sub-Branch’s jurisdictional authority to use Men's Shed rules to enforce contract safety terms on an independent contractor's site.

Verbal Ban & Written Stalling: On 11th December 2025 (AM), I received a verbal ban from the Men's Shed. A subsequent email advised me the Board would not respond to further correspondence and that a determination would be sent “in due course,” while suggesting I request a meeting to “speed up this process.”

2. Termination Without Cause or Process

Despite my expressed willingness to attend a meeting to resolve the matter promptly, I received a final email and determination letter on 11th December 2025 (PM).

This letter confirmed the indefinite termination of my Greenbank RSL Men's Shed Membership.

The Greenbank RSL Sub-Branch Board acted without regard for fairness or process by:

Refusing to Provide Specific Grounds: The termination letter does not cite the specific rule, By-Law, or Constitutional clause I contravened. It cites the Board's general authority to “exclude any person for any reason as they see fit and shall not be required to give a reason.”

Denial of Natural Justice: I was not given a formal opportunity to respond to the allegations or present my evidence (the recorded permissions) to the Board before the termination decision was made. The decision was final and absolute, allowing for no avenue of appeal.

The Greenbank RSL Sub-Branch Board's action in terminating my membership is not only fundamentally unfair but is in direct violation of the mandatory procedural requirements for removal set out in Clauses 5.5, 5.6, and 5.7 of the RSL (Queensland Branch) State Constitution.

The Board failed to comply with the mandatory preconditions, specifically:

Clause 5.6.1: I was not given the required 14 days written notice of a hearing.

Clause 5.6.2: The Board failed to provide a statement of the full and precise particulars of the alleged conduct, issuing an arbitrary termination without stated cause.

The Sub-Branch's reliance on a clause allowing them to act without giving a reason is in direct conflict with the mandatory disclosure required by Clause 5.6.2 of the State Constitution.

Therefore, the determination issued on 10th December 2025 is procedurally flawed and must be deemed invalid by the State Branch.

Apparent Retaliation: The termination was issued immediately after I questioned the Board's authority and jurisdiction in my rebuttal, suggesting it is an act of retaliation rather than a justified disciplinary action.

3. Request for State Branch Intervention

I accept that the RSL Sub-Branch may have certain rights over its associated entities. However, the use of power to exclude a member indefinitely for no stated reason, particularly one stemming from a non-Men's Shed related jurisdictional dispute, fundamentally breaches the principles of natural justice and fair administrative procedure expected of any reputable incorporated association.

I request that the RSL Queensland State Branch:

Review the actions of the Greenbank RSL Sub-Branch Board in this matter.

Direct the Greenbank RSL Sub-Branch Board to reinstate my membership and follow a fair process in accordance with the common principles of RSL governance.

Ensure the Sub-Branch provides me with specific written particulars of the alleged breach so that I may formally defend my position.

I have attached copies of the Greenbank RSL Sub-Branch's Warning Letter (Dec 5th) and the Termination Letter (Dec 10th). I am available to provide all other documentation, including the recorded evidence that contradicts the Board’s initial allegations.

To Members, I feel it is my duty to advise all members of the origin of this shed, this shed was developed to combat the mental deteriorations of veterans who served our country as a form of respite, over the years it developed into a larger rental shed and the Greenbank RSL Sub-Branch, allowed non-service members to attend the facilities still at no cost to any member which this committee believes is a very generous offer as we have not heard to this point of any other Men's Shed that provides this type of support.

Due to recent emails forwarded, as the committee we feel we should respond in support of the sub-branch to all members to highlight several key points of this unique Men's Shed. The Greenbank RSL Men's Shed although affiliated AMSA is under complete Authority of the Greenbank RSL Sub-Branch as it is fully funded and they have the exclusive right to revoke any members membership that they deem is unfit to be a member. The email this morning to RSL QLD provides a lack of understanding about the Returned and Service League, the league is for Service members who have served there country as well as the veterans dependent's. The RSL is not involved in the running of this Men's Shed as it is an initiative of the Greenbank RSL Sub-Branch which does not receive any funding to support its operations. The emails received which started as a formal request of not entering a private work site being owned by the Greenbank RSL Sub-Branch to a cancelation of membership. Which could have been resolved simply by not attending the worksite in the future. All members are advised that if you need to understand what authority the Sub-Branch board has on this shed to please review the induction package again. This Men's will continue to provide its support to our community with a working relation with the sub-branch, I would like to reiterate many Men's Shed have closed down over the past year through not having this type of generous support, which began with only providing service to the Veteran Community. In summary The committee feel we should be thankful for the ongoing support especially with the development of our new 450sqm Men's Shed which has come at a significant cost to the RSL Sub-Branch for the benefit of our returning members.

The committee wishes everyone a merry Christmas and look forward to seeing you all next year, we hope that this type of situation does not occur in the future as we a all here to support one another.

To all parties that have been caught up in these emails going back and forward. I wasn't part of the committee's email sent to you, so I will put my part to this.

In brief, as an ex Health, Safety and Environmental Officer with all accreditation in accessing building and construction sites, NO PERSON, is to step foot, meaning past the fence line without full permission from 1. The property owner, being the Greenbank RSL SUB branch, AND 2. The building Supervisor, To which Geoffrey you have breached, even after you were informed not to by “Numerous” people, including Bob, shed co-ordinator, Greg shed 2ic, Rae Stewart Manager of the Sub branch, you ignored all of these directives and blatantly ignored them, and in that process you put the builders licence and his insurance on the line, for you to enter a building site, of which you have no idea of the risks involved on that site, people who access work sites must have blue cards, go through full Inductions on the Safety of that particular site, plus countless other Safety issues.

These incidents are not the only breaches in Safety, and ignorance towards Safety in the Mens Shed, I have raised these issues before, and when you are told, the next day you are straight back doing them again, you are not the only one working in the shed, therefore you have been placing others at risk.

My suggestion to you is to both move on without involving more people than you already have, and to stop including all of the members of the Men shed in this mess and the constant emails.

I know personally I have seen enough, and no I don't wish to have my email picked apart with any grammar or misspelled words, you can clearly understand it.

I'm not sure if you have sent this off to the head of the RSL, but I can assure you, once again, the facts that you have stated in the letter are false, and if it comes to them carrying out an investigation, and I am asked, all of the information will be provided so that they get the full picture of events, the exact course of action that a Health, Safety & Environmental Officer would take on this matter, and that you were given a lot of leniency towards ignoring all the people who spoke to you about this.

You received a letter from Stewart Rae not to go into the construction site, instead of following that rule, you decided to pick apart the letter, speaking of grammar used, when clearly you knew exactly what it meant, then had the audacity to tell the Sub branch board to make an appointment with you, only escalating the matter, you have no leg to stand on, which I said in my previous email to you. As for the recordings you made, these cannot be used as evidence under Queensland law.

For your own sanity, and as someone who considered you to be a friend, before all of this nonsense, please give it up and move on with your life, it truly isn't worth it.

Dear State Secretary / CEO,

Following on from my email of 11 December 2025 with the subject of FORMAL COMPLAINT: Breach of Procedural Fairness and Arbitrary Termination of Membership by Greenbank RSL Sub-Branch, I would like to add the following:

The Requirement for Sub-Branch Adherence to the State Constitution

The Greenbank RSL Sub-Branch Board or the Mens Shed cannot justify its actions by claiming immunity from the RSL Queensland State Constitution. As is inferred in a below email that I received from the Men's shed. That Email used the RSL logo and other emails used the RSL letterhead.

The Sub-Branch benefits from using the RSL name, letterhead, and brand, and therefore is estopped (prevented) from arguing that it is not bound by the RSL's constitutional requirement for due process. A local rule allowing the Board to 'exclude any person for any reason… and shall not be required to give a reason' is rendered void as it is ultra vires and directly contradicts the mandatory procedural requirements for removal stipulated in Clauses 5.6 and 5.7 of the RSL (Queensland Branch) State Constitution.

These incidents are not the only breaches in Safety, and ignorance towards Safety in the Mens Shed, I have raised these issues before, and when you are told, the next day you are straight back doing them again, you are not the only one working in the shed, therefore you have been placing others at risk.

My suggestion to you is to both move on without involving more people than you already have, and to stop including all of the members of the Men shed in this mess and the constant emails.

I know personally I have seen enough, and no I don't wish to have my email picked apart with any grammar or misspelled words, you can clearly understand it.

Please find below the latest email received from a Sub-Branch associate, Mr. Iain Foskett (dated 13 December 2025). I submit this as another Exhibit to my formal complaint.

This email clearly demonstrates:

  Retaliation: The Sub-Branch's rationale for termination is confirmed to be my action of seeking clarification and procedural fairness ("decided to pick apart the letter," "escalating the matter"), not the initial site access issue.
  Interference: It constitutes a direct attempt to intimidate me into dropping my appeal to the RSL Queensland Branch.

This behavior further substantiates my claim that the indefinite termination was an arbitrary act of vengeance for questioning the Sub-Branch Board's authority, in gross violation of Clauses 5.6 and 5.7 of the RSL State Constitution.

I'm not sure if you have sent this off to the head of the RSL, but I can assure you, once again, the facts that you have stated in the letter are false, and if it comes to them carrying out an investigation, and I am asked, all of the information will be provided so that they get the full picture of events, the exact course of action that a Health, Safety & Environmental Officer would take on this matter, and that you were given a lot of leniency towards ignoring all the people who spoke to you about this.

You received a letter from Stewart Rae not to go into the construction site, instead of following that rule, you decided to pick apart the letter, speaking of grammar used, when clearly you knew exactly what it meant, then had the audacity to tell the Sub branch board to make an appointment with you, only escalating the matter, you have no leg to stand on, which I said in my previous email to you. As for the recordings you made, these cannot be used as evidence under Queensland law.

For your own sanity, and as someone who considered you to be a friend, before all of this nonsense, please give it up and move on with your life, it truly isn't worth it.

Open Communication

The Greenbank RSL Sub-Branch Board, having already violated its own constitutional rules by terminating my membership without due process (Clauses 5.6 and 5.7), is expected to use my open communication with fellow Men's Shed members as a false basis to justify its termination.

I confirm I shared my formal complaint with the membership and this current information, to demonstrate transparency and to rebut the damaging and false accusations that had already been publicly circulated against me by both the Men's Shed Committee and individual leaders, such as Mr. Iain Foskett.

My action was not detrimental to the Men's Shed members; it was detrimental only to the reputation of the Sub-Branch Board members who sought to hide the constitutional violations inherent in their arbitrary decision.

A prominent association, particularly one dedicated to the welfare of its members, should encourage transparency, not punish it. The Board's reaction to my transparency, rather than addressing the substantive issues of safety and fairness, demonstrates their primary interest is in suppressing scrutiny, not upholding the objects of the League

A Facebook post comment I made to Counciler Tim Fraser

Before anyone joins the Greenbank “RSL” mens shed they need to no, that unlike other mens sheds, it is fully controlled by the Greenbank RSL subranch, that makes rules about the men shed. One of those rules, a direct quote from ther correspondence, is:

“The RSL Sub-Branch Committee (as distinct from the Men’s Shed Committee) reserves the right to suspend or cancel a members privilege of using the shed facilities. The Sub-Branch committee reserves the right to determine who may use the facilities and may exclude any person for any reason as they see fit and shall not be required to give a reason for excluding a person”

And that is exactly what they did, in relation to a matter, that was outside of the jurisdiction of the mens shed.

Based on that happening, I do not regard the Greenbank RSL shed to be about connection or inclusion.

Geoff Greig That quote in the correspondence is totally correct and signed by all inducted into the Men's Shed as you are well aware. The Board of the Greenbank RSL Sub-Branch can suspend or remove any member that we feel is unfit to receive the benefits of a 100% free Shed with no cost to members not even for entry fees, tea, coffee and biscuits. If a member can not adhere to basic advice and directions, like not to enter our and I emphasise the Greenbank RSL Sub-Branch new build site when requested not to, even if they ask the builders permission and he allowed it knowing they were a member of the Men's Shed. If a member is advised by the board the owner of the property and they refuse to listen and try to dictate the terms to the servicemen who provide this to the community for free, and we deem that someone is unfit for the Shed we have the right to use that clause and we will. This clause has only been used on a couple of members in our 13 years of being open, as you are now aware. The board has received positive feedback by many members for taking such actions. There is always two sides to a story, and we are always happy to stand by our rules. If any member who wishes to join our shed does not want to follow basic instructions then they should not sign the induction form.

I appreciate the Board’s public response. It is useful to no you admit the builder granted permission to enter the site, proving ther was no actual safety breach.

Regarding the induction form, a local document cannot override the RSL (Queensland Branch) State Constitution. Clauses 5.6 and 5.7 of the State Constitution are mandatory for all Sub-Branches. You cannot use a local clause to ignore the requirement for a 14-day notice and full particulars of alleged conduct.

Claiming that funding the shed makes it ,nothing to do with the Queensland RSL, is a failure to distinguish between operations and governance.

Funding a facility does not give a Sub-Branch the right to create a “law-free zone” where the State Constitution (specifically Clauses 5.6 and 5.7) no longer applies.

As you have admitted you are ignoring these State-level rules, the RSL Queensland State Branch will now decide if the Greenbank Sub-Branch is allowed to operate outside of ther governing constitution.

Tim Fraser: Regardless of the above,I still argue that because of the catch all rule of the Greenbank RSL sub branch, the men's shed is not about connection and inclusion

I also feel actions of the mens shed in using that rule go completely against the concepts of men's sheds about being for the well-being of men
